QM History in Minnesota State Colleges and Universities (2004-2006)
Early enthusiasm for the Quality Matters Rubric within the Minnesota State Colleges and Universities led to widespread training in the original edition of the QM Rubric which was sponsored by the Fund for the Improvement of Postsecondary Education (FIPSE). Subsequently some Minnesota State Colleges and Universities initiated their own peer review process using the FIPSE QM Rubric. The FIPSE Rubric is still in the public domain.
Early Adopters of the FIPSE QM Rubric (2004-2006)
Minnesota Online worked with at least 18 early adopters during the QM FIPSE Grant period. The list below is not exhaustive, but provides a summary of the known institutions and system consortia working with the FIPSE QM Rubric through 2006.

Thirteen of Minnesota State Colleges and Universities created the E-LECT Consortia. Dedicated faculty in this consortia were early adopters and users of the FIPSE Rubric and received one of the early Quality Matters Grants to use the FIPSE Rubric to review three of the consortia foundation courses for Early Childhood Teachers.
